Next Thursday, April 24, ZUG will stand before the Administrative Court in what we believe is one of the most important transparency cases in Luxembourgโs recent history. This isnโt just about documents or dataโitโs about the publicโs right to know, and the responsibility of administrations to act in the open.
This final hearing marks the culmination of our multi-year legal effort to gain access to key pedestrian safety informationโdata the City of Luxembourg used publicly to dispute our findings but refused to share. Despite a major legal win in 2024, the City appealed. Now, weโre facing them one last time.
๐งโโ๏ธ Whatโs happening on April 24?
At 09:00 a.m., final pleadings will take place at the Cour administrative (Administrative Court, Plateau St. Esprit). Itโs the last round of public argument before the judges decide behind closed doors. No verdict will be issued on the dayโbut the hearing is a public moment where democracy plays out in real time.
๐ฅ Later, at 5:00 p.m., weโre hosting a Verre dโAmitiรฉ. Itโs a chance to unwind, connect, and share what this case means to all of us. Weโll also unveil a new tool weโve built to support transparency efforts in Luxembourg going forward.
Weโre Two-Thirds Funded. Help Us Cross the Finish Line.
This court case has only been possible thanks to the generosity of our supporters. And now, as we prepare for the final hearing, weโre proud to share that weโre two-thirds of the way to fully covering our legal costs.
But we still need help.
If you believe in safe crossings, in honest government, and in your right to access public information, please chip in whatever you can today. Every euro makes a difference.

Want to Join Us in Person?
Weโd love for you to join us in court or for drinks later that day. Everyone has the civil right to attend the hearing. While the courtroom is small and we canโt guarantee a seat, weโd like to help coordinate and keep you in the loop.

Why This Matters
Weโre not just defending a legal winโweโre defending transparency as a democratic principle. The Cityโs appeal is more than a disagreement about documents. If accepted, their arguments could restrict access to information for years to come, and set a precedent for keeping public data out of the publicโs hands.
When elected officials cite internal analyses to dismiss citizen concerns, those analyses must be available for scrutiny. When transparency laws exist, they must be implementedโnot ignored.
This case is about accountability, trust, and the kind of administration we want for the future. We believe Luxembourg can be a leader in openness, not a cautionary tale.
Help us make that future possible.
With hope and determination,
โ The ZUG Team
